Article 1
All persons, whether citizens or not, detained by the United States government, or by any agency of the United States government (including all branches of the US military and all intelligence agencies,) or any private organization acting for the United States government, shall be afforded ALL the rights granted by the Constitution of the United States, including the right of habeas corpus, and ALL rights granted by the Geneva Convention, and ALL the rights granted by any treaty signed by the United States.

Article 2
Violations of this act shall be a felony.

Article 3
Violations of this act using torture, or the authorization of torture, shall be a capital offence punishable by public hanging.
